It's extremely expensive to organize events of that magnitude, and you can only invest for so long. You need to have a start-date, and an end-date, so that you can determine all of your costs, and advertisement revenue.

It makes perfect sense to the players who understand, and the investor risking capital to organize the tournament.

For practicing chess tactics, no. But for building reflexes, yes.
